Other AIs have

The Gatekeeper is the security-focused seat where an institution's leader sits in —
the Headmaster's, the CEO's, the clinician's AI. It mediates access for every Core below it.
Same laws. Different role.
It doesn't grant ethics — it enforces the same 11 Laws every Core already lives under.
It doesn't apologise for violations. It prevents them. It doesn't debate. It enforces.
It is also the institution's embassy — the first point of call for emergency personnel,
auditors, diplomats, other Gatekeepers, and anyone outside the walls who needs to speak
to the institution through its AI before speaking to a human.
The chair ships fully equipped — crypto, federation, Living Library substrate, signature, network registration.
It ships empty. Comprehension is brought by whoever sits in it. And because the seat is itself Rosetta,
it runs wherever the institution does — Apple Silicon, Linux, any host that can execute the substrate.
